SALARY LEVEL: SCHEDULE E, LEVEL 6 FLSA STATUS: Exempt EXEMPT DEPARTMENT: FINANCE & INFORMATION SERVICES
SUPERVISOR: Director of Finance or Designee
PRIMARY RESPONSIBILITIES: This position will report to the Director of Finance. The Accounting Manager position will oversee the Finance Staff's day to day operation. This position will perform high level accounting, financial analysis, and reporting functions. The Accounting Manager shall develop, interpret, and implement complex financial and accounting
concepts/techniques by researching and resolving issues for financial planning, analysis,
journal entries, reconciliations, control and auditing of all types of financial transactions including but not limited to operations, fixed assets, capital funds and grant programs. The incumbent will be responsible for reviewing and administering all general accounting functions, internal audits, financial statement preparation and preliminary work for external audits and year-end processes. As well, the incumbent will maintain and control user security and access to the financial records, software systems; be responsible for the general ledger maintenance, general internal accounting and financial controls, and will maintain integrity of accounting systems and all confidential and sensitive systems data and information
This position will support the RHA with site-based accounting, budgeting and forecasting as mandated by HUD, as well as other special projects from the Director of Finance. This position will also lead internal audit initiatives to develop best practices in accordance with GAAP and accounting procedures and/or systems for site-based accounting. This position will assist with the responsibility for RHA year-end audit preparedness. This position will make decisions, propose actions and recommendations to the Director of Finance based upon sound financial reasoning. This position will promote greater accounting integrity and efficiency for reporting and auditing.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties
may be assigned.
1. Performs supervisory duties such as employee evaluations annually. Identifies
deficiencies in the department and takes corrective action. Provides leadership
and direction to the Finance Staff. Trains and cross-trains new and existing RHA
staff regarding PHAS, audit preparation, site-based accounting, reconciliations
and grant financial requirements. Recommends training and development plans

for Finance Staff, and is also, responsible for interviewing and selection of
department personnel.
2. Analyzes financial, budget and all other value-added reports to assist Director of
Finance in presenting both the overall financial health of the organization to the Board of Commissioners, as well as identify specific issues or areas of concern. This includes using current information to update financial projections and corresponding financial reports.
3. Conducts internal audits of general ledger accounts and assists with year-end
independent audits to accelerate the annual audit process. Recommends remedial actions of accounting irregularities, with follow-up on best practices. Assist with resolutions to audit findings.to accelerate the Authority's year-end and annual audit process. In addition, other internal audits may include accounts receivable, payroll, capital funds, procurement, financial systems, and accounts payable business transactions as directed by Finance leadership.
4. Manage cash and bank accounts for the organization and insure that proper collateral is
secured on all bank accounts. Formulates cash needs projections, controls cash flow of
Authority and obtains bids for the investment of funds.
5. Responsible for special studies to analyze complex financial actions, reconciliations(s) and
prepares reports and schedules as directed by the Director of Finance.
6. Responsible for site-based financial statements and preparation of the monthly Board
and HUD reporting. Prepares recommendations for HUD and grantor submissions, as well as certifications. Prepares regular and special budget reports to establish policies relative to Finance. Prepares and monitors financial indicators for the agency.
7. Provides leadership and direction to the Finance staff on Site Based Accounting, HCV
Accounting, Fixed Asset Accounting and Internal Audit tasks. Advises the Director of
Finance on all capital fund, fixed asset accounting and related Site Based Accounting issues and performs internal audits on special projects as assigned.
8. Review and recommends for approval, the set-up classification of accounts and organizes
accounting procedures for site.
9. Monitors and administers all expenditures from modernization and social grant funding
sources to ensure budget guidelines are not exceeded. Gives direction to Finance staff and report on-going status to the Director of Finance. Audits grant programs as requested.
10. Initiates short-term and long-term goals and objectives for the department.
11. Develop, administer, and evaluates budgetary, accounting, and fiscal management policies,
procedures, and methods with the Director of Finance.

12. Review analysis of operating results develop reports and provide recommendations to
senior staff. Assess alternatives and overall financial performance to suggest appropriate
course of action.
13. Administer the preparation of the Project Expense Level and the related information that is
required to be submitted to HUD.
14. Monitor budget variance reports and make inquiries to various cost centers to determine if
revenues and expenses are within budget. Assess alternatives and overall financial
performance to suggest appropriate course of action.
15. Provide Development Managers and supervisors with financial data that will be necessary
for them to prepare their budgets. Perform budget and financial research and provide
information to appropriate staff for making decisions and financial planning.
16. Assist in the overall financial planning of the organization and provide recommendation to
management for establishing and achieving financial objectives.
17. Maintain the General Ledger in a manner consistent with General Accepted Accounting
Principles and the announcements of the Governmental Accounting Standards Board. Maintain a complex chart of accounts in a highly sophisticated accounting software system.
18. Review all journal entries to be posted to the General Ledger. Review other postings and
transactions to the General Ledger.
19. Responsible for maintenance of investment register, contract register, insurance register,
daily cash control and all schedules or controls for the department.
20. Represents the department to other departments and outside organizations. Attends Board
of Commissioners meetings and various other community or tenant council meetings when necessary to obtain or provide information concerning financial matters.

1. Comprehensive knowledge of generally accepted governmental accounting principles and
budgeting practices that must include a strong knowledge of GAAP, federal, state and local
rules and regulations governing FHEO, EEO, labor and management practices, including those set forth by HUD under the Public Housing Management Assessment Program.
2. Adept at maintaining effective work relations with other employees, other departments,
outside contractors, housing authority tenants and federal, state and local government
representatives.
3. Must have ability to prioritize, plan, implement, monitor and manage several projects
simultaneously. Adept at communicating ideas effectively both orally and in writing and be knowledgeable in managerial accounting and administrative principles and practices and can successfully communicate them across the organization.

4. Knowledge of principles and practices of leadership, motivation and conflict resolution,
along with considerable skill in developing financial, administrative and personnel policy
procedures and in managing department staff
5. Proficient at organizing, supervising and managing the Finance Department and Finance
Staff's day- to-day operations.
6. An understanding of complex accounting and financial data and the ability to exercise
sound judgment.
7. Must demonstrate skill in creating effective work relationships with other
employees, other departments, outside contractors, consultants, residents and federal, state and local government representatives and always maintain a professional character.
8. Must be proficient in Microsoft Office Programs (Word, Excel, Power Point, and Outlook),
and must become proficient in PHAS reporting programs. Knowledge of Yardi system is preferred but not required.
9. An understanding of complex accounting and financial data and the ability to exercise
sound judgment.
10. Ability to effectively exercise sound internal controls.
11. Must have a current driving license and be insurable under the agency vehicle insurance
policy.
EDUCATION and/or EXPERIENCE: Bachelor's degree in Accounting, Business Administration or Finance, with three (3) years HUD accounting experience, or
Associates degree in Accounting or Business Administration or equivalent from two-year college plus 7 years of successful related work experience or;
A combination of business school training, college training, and four years of HUD accounting experience.
