Choice Mobility Manager

The Choice Mobility Manager is responsible for the overall success and administration of Rockford Housing Authority's (RHA) Housing Choice Voucher (HCV) program, with a strong emphasis on landlord recruitment, retention, and engagement. This position ensures the program operates in compliance with HUD regulations while expanding housing opportunities and fostering strong partnerships with landlords and community stakeholders.

The Manager leads both the operational and relationship-building aspects of the HCV program-overseeing compliance, quality assurance, and staff performance-while driving strategies that enhance landlord participation and tenant choice in diverse neighborhoods.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Program Oversight

  • Oversee all day-to-day operations of the Housing Choice Voucher Program to ensure efficiency, compliance, and achievement of program goals.
  • Supervise and evaluate HCV program staff, ensuring alignment with HUD regulations, SEMAP performance standards, and RHA policies.
  • Monitor voucher utilization and turnover to maintain optimal lease-up rates and maximize funding efficiency.
  • Prepare and monitor HCV and related program budgets, ensuring fiscal accountability and timely reporting to HUD.
  • Lead the development and implementation of strategies to expand access to high-opportunity housing areas through deconcentration and landlord engagement.
  • Manage online reporting systems (PIC/EIV, IVT, REAC, SEMAP) and ensure timely submission of HUD-required reports.

Landlord Engagement & Choice Mobility

  • Develop, implement, and oversee RHA's landlord recruitment and retention strategies to increase the number and diversity of available units for voucher holders.
  • Coordinate outreach events, landlord seminars, and informational sessions to promote program participation and educate owners on RHA's processes and incentives.
  • Build and maintain strong partnerships with property owners, realtors, developers, and local housing networks.
  • Work with Housing Specialists to resolve landlord and tenant issues quickly and effectively.
  • Develop and maintain tracking tools and reporting mechanisms to measure landlord incentive success and monitor outcomes related to MTW Landlord Incentive Cohort IV activities.
  • Identify and propose solutions to barriers that prevent landlord participation or limit tenant mobility.

Community Relations & Program Innovation

  • Represent RHA at community meetings, industry events, and conferences to promote the HCV program and RHA's broader housing initiatives.
  • Collaborate with internal departments, HUD representatives, and local organizations to advance RHA's Moving to Work (MTW) initiatives and expand innovative housing solutions.
  • Participate in the development of grant applications and pilot programs designed to increase affordable housing availability and resident self-sufficiency.

Leadership & Administration

  • Provide timely, constructive performance evaluations and ensure consistent adherence to RHA personnel policies.
  • Develop short- and long-term departmental goals and ensure they align with RHA's strategic plan.
  • Ensure effective communication and collaboration between HCV operations, Human Services, and Finance to improve service delivery.
  • Foster a positive, customer-service-driven environment that supports RHA's mission to provide quality, affordable housing options and promote upward mobility.

Qualifications

Education and Experience

  • Bachelor's degree in public administration, Business, Social Work, or related field required.
  • Minimum of five (5) years of progressively responsible experience in affordable housing, property management, or public administration, including at least three (3) years in a supervisory or management capacity.
  • Experience with HUD Housing Choice Voucher programs and landlord/tenant relations strongly preferred.

Knowledge, Skills, and Abilities

  • Strong knowledge of HUD regulations, SEMAP, and MTW frameworks.
  • Skilled in marketing and outreach with the ability to build partnerships and influence diverse stakeholder groups.
  • Proficient in interpreting and implementing complex policies and procedures.
  • Excellent communication, negotiation, and presentation skills.
  • Strong analytical and project management abilities.
  • Commitment to diversity, equity, inclusion, and fair housing principles.
  • Proficient in Microsoft Office and HUD reporting systems (PIC/EIV, REAC).

Other Requirements

  • Must possess a valid driver's license, be insurable under RHA policy, and provide reliable transportation.
  • Must obtain HCV Executive Management Certification within one year of hire.

Work Environment & Physical Demands

The work environment is typically office-based, with occasional travel to residential sites, community meetings, and external events. The position requires frequent standing, walking, and light lifting (up to 25 lbs). Reasonable accommodations may be made for individuals with disabilities.
