Foreman

PRIMARY RESPONSIBILITIES: The incumbent will assist and work for and in cooperation with the site manager or designee by performing a wide variety of unskilled and semi-skilled tasks in the maintenance and upkeep of buildings, apartments, grounds, and equipment. These tasks will be performed in hi-rises, low-rises and family developments as assigned. The incumbent will be responsible for the supervision of maintenance personnel assigned to him or her. The incumbent will advise and consult with the site manager in all maintenance matters.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Provides input for the development of procedures for all routine and non-routine maintenance.
  2. Provide input for improvement of preventative maintenance program.
  3. Perform or assist in electrical tasks such as, but not limited to, checking, resetting and replacing circuit breakers, switches and outlets, replacing light bulbs, globes, fixtures, cords, etc. Check for shorts and repair when possible, install electric motors on various equipment.
  4. Perform or assist in plumbing tasks such as, but not limited to, repair of faucets, pipes, sinks, drains, water heaters and water closets to include unplugging pipes and valves.
  5. Perform or assist in maintenance tasks on heating systems and furnaces such as, but not limited to, cleaning or replacing burners, replacing filters, valves thermo-couplers, thermostat controls or motors.
  6. Perform or assist in building repairs such as, but not limited to, repairing brickwork, stonework, concrete, doors, screens, locks, floor and ceiling tiles, roofs and minor repairs to walls, floors, cabinets, etc.
  7. Perform some painting and touch-up where required.
  8. Check conditions of boiler rooms, blow down boilers, make repairs on pump valves, heating control panels and exchangers.
  9. Perform repair work on stoves, refrigerators, and air conditioners.
  • Conduct preventative maintenance checks and service to all equipment. Report any situations requiring additional work and/or outside contractors to the site manager.
  • Inspect and repair playground equipment where necessary.

Foreman-Const

  1. Responsible for clearing snow and ice from sidewalks and designated areas by shoveling, plowing, salting or sanding.
  2. Inspect units after they are vacated to assess work to be performed, note items missing or damage done.
  3. Coordinate, expedite and/or assist with preparation of vacant units with contractors, trades and/or other personnel as assigned.
  4. Responsible for necessary cleaning tasks in vacant units to prepare for painting and/or new tenants.
  5. Maintain all common areas such as, but not limited to, laundry, basements, stairs, landing and community rooms.
  6. Assist in training of all maintenance trainees and employees in lower classifications.
  7. Give direction to employees assigned to help with particular tasks.
  8. Requisition parts and maintain on-site inventory.
  9. Maintain shop areas in a clean, safe manner.
  10. Assist in testing of fire and safety systems and equipment.
  11. Track all parts and labor used in various tasks.
  12. Responsible for knowing work location of all assigned maintenance personnel.
  13. When contacted, must respond to emergency situations and coordinate handling said situations.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   1. Must have a valid Illinois driver's license and be insurable by RHA.
  2. Must have working knowledge of hand, power and lawn care tools.
  3. Ability to operate a variety of vehicles from lawn mower to dump truck (vehicles under 8,000 lbs or as required by Class A license).
  4. Working knowledge of plumbing, heating and electrical processes.
  5. Must have working knowledge of materials and equipment used in building and grounds maintenance.
  6. May be required to lift heavy objects.
  7. Ability to prepare simple reports and record-keeping.
  8. Must be able to read blueprints, specification lists and engineering drawings and translate into practical applications.
  9. Must have a telephone.

EDUCATION and/or EXPERIENCE: High School diploma or equivalency with a minimum of four (4) years of successful related work experience in building and property maintenance; or

Minimum of Eighth Grade education accepted if combined with two additional years of successful related work experience in building and property maintenance for each year of high school not completed.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee frequently works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, body fluids, extreme heat, risk of electrical shock, and vibration.

The noise level in the work environment is usually loud.
