Housing Choice Voucher Program Manager

Responsible for the general supervision of the Housing Choice Voucher Department and direct supervision for the position of Housing Choice Voucher Supervisor. This includes the responsibility to hire, discipline, evaluate and direct departmental staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Supervises and monitors acceptance and processing functions related to SEMAP functions for assisted housing applicants and participants in order to assure that all processes conform to established RHA policies and HUD regulations.
• Regularly reviews RHA assisted housing policies and documents to ensure continued conformity with HUD guidelines and regulatory requirements. Recommends and develops changes as needed.
• Projects HCV participant turnover to ensure full utilization of the available voucher funding and to maximize program administrative fees.
• Develops new departmental programs, including applications for additional Housing Choice Voucher and other programs.
• Ensures that complaints of applicants and participants are appropriately resolved.
• Develops and facilitates supportive services for assisted housing participants in cooperation with RHA staff and community agencies.
• Accurately prepares and monitors Housing Choice Voucher and Mod Rehab program budgets.
• Plans, initiates and successfully completes short and long term goals and objectives for the department.
• Provides timely and thorough performance evaluations. Monitors staff compliance with all agency personnel policies.
• Responsible for ensuring fair and consistent application and administration of RHA Personnel Policies within the department.
• Responsible for the management of PIC/EIV, REAC and SEMAP online system for the assisted housing program.
• Responsible for promoting a positive customer service environment which is conducive to good relationships with applicants, participants, landlords, and the Rockford community.
• Represents the department to other departments and outside organizations.
• Represents the department at Board of Commissioner meetings. Represents the RHA at various community meetings when necessary to obtain and provide information concerning the assisted housing programs and to promote assisted housing programs in the community.
• Responsible for departmental administrative work such as, but is not limited to, developing marketing strategies, ensuring compliance with SEMAP, preparing grant applications and providing various reports to the RHA and HUD in an efficient and timely manner.
• Performs other duties as necessary to achieve the goals and objectives of the department.
