Housing Policy Manager

PRIMARY RESPONSIBILITIES:

Responsible for programmatic compliance and integration. Performs routine compliance audits.  Serves as lead contact for all agency security issues. Monitors changes and modifications in HUD regulations and notices and assists in ensuring that the agency complies with all appropriate regulations, standards, and guidelines.  The incumbent may be assigned additional supervisory responsibilities as well as other duties which will assist the Chief Executive Officer or designee.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Completes audits for Public Housing, Housing Choice Vouchers, Resident Programs, and Maintenance departments as assigned.
  2. Manages HUD system users, security, and rights to be compliant with HUD regulations. Coordinates training of user systems.
  3. Manages user access for employee platforms required to perform day to day operations.
  4. Periodically, reviews all program policies for compliance with HUD regulations and RHA policies.
  5. Randomly, selects, using statistically valid selection techniques, completed UPCS inspections and completed work orders to ensure they are being properly completed on schedule and verifies customer satisfaction of the same. Develops reports for each site that reflect the results of these reviews.  This includes an analysis of work order productivity.
  6. Periodically, reviews RHA's compliance with HUD established safety practices and regulations. Develops a report and make recommendations for changes to Operations Division Management.
  7. Reviews periodically, at least semi-annually, RHA's compliance with HUD's Lead Safe Housing Rule. Makes recommendations for changes to the Operations Division Management.
  8. Carries out special projects as requested by the Chief Executive Officer or designee.
  9. Distributes PIH notices, regulations and other notices to appropriate departmental staff with recommendations for adherence to such regulations and notices.
  10. Leads and monitors hearing process to ensure fairness, consistency, and compliance with +Admissions and Continued Occupancy Plan and Housing Choice Voucher Admissions Policy.
  11. Leads, summarizes and presents police, security and crime incident reports. Routinely presents current and trending public safety reports. Maintains the history of reports for the purpose of identifying long-term trends.
  12. Manages routine meetings on crime reporting and intervention.
  13. Serves as the RHA Security Services Contract Administrator.
  14. Serves as the RHA Freedom of Information Officer and insures compliance with the Freedom of Information Act (FOIA) and Open Meetings Act.
  15. Maintains a library of information relating to program administration such as regulations, notices, guidebooks, etc. and software operation's manuals and information.
  16. Performs other related duties as instructed by the Chief Executive Officer or designee.
