PRIMARY RESPONSIBILITIES:
This position is responsible for the planning and execution of all Rockford Housing Authority quality inspections. This position serves to be part of the Housing Operations team to ensure compliance of the all Housing Choice Voucher (HCV) and/or Low-Income Public Housing (LIPH) programs and provides excellent customer service to the Rockford Housing Authority Resident Participants, Landlords, and General Public. The incumbent must work effectively as part of a team, accept supervision respectfully and politely while promoting goodwill among both authority employees, residents and in the community at large in a style aligned with the objectives and values of the Rockford Housing Authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Analyze inspection priorities and contact owners/clients to schedule appointments.
2. Schedule inspections and Perform HUD Housing Quality and/or Uniformed Physical Conditions Standards
Inspections including a visual assessment for lead-based paint of multiple dwellings, homes and other types of
housing
3. Complete inspection reports
4. Advise owners/managers on how to correct deficiencies to meet Housing Quality and/or Uniformed Physical
Conditions Standards and negotiate compliance dates.
5. Evaluate corrections of any Housing Quality and/or Uniformed Physical Conditions Standards deficiencies.
6. Maintain controls and information systems for effective program monitoring.
7. Prepare preliminary rent comparability and market information.
8. Prepare work write-ups and cost estimating, as necessary.

MINIMUM QUALIFICATIONS REQUIRED AT TIME OF APPLICATION:
1. High school education (or equivalent) plus must have a combination of four years of experience in construction,
housing rehabilitation or real estate management* or;
HQS Certification plus two years of experience in construction, housing rehabilitation or real estate management*.
After hire, a HQS Inspector must have:
Certification in Housing Quality and/or Uniformed Physical Conditions Standards within four (4) weeks Lead based paint certification within six (6) months
Must keep current, certifications approved by the CEO or designee that are related to RHA Property Related inspections and other inspections related to the programs. Such certifications must be kept current.
The RHA will pay for one (1) certification training session and one (1) certification examination per subject.
*Real estate management shall include public housing experience as Project Manager, Assistant Project Manager, Occupancy Specialist and/or supervision of these classifications.
2. Comprehensive knowledge of housing inspection techniques, procedures and practices.
3. Working knowledge of construction methods, materials and building maintenance problems and ability to
differentiate between routine wear and non-routine damage to property.
4. Ability to initiate work projects, organize and expedite workload.
5. Ability to diagnose and analyze housing conditions both inside and outside the unit.
6. Ability to communicate effectively verbally and in writing with management and owners.
7. Knowledge of maintenance procedures and housing inspection techniques.
8. Must be able to demonstrate the ability to communicate clearly and effectively both orally and in writing with
management, Housing Operations staff, owners and program participants.
9. The applicant must demonstrate knowledge and operation of tablets, computers, and handheld electronic
devices.
10. Must possess a valid Illinois driver's license, be insurable by RHA and able to provide personal transportation
as needed to perform duties (reimbursement will be made per RHA Travel Policy). A copy of current driver's
license and personal vehicle liability insurance (if operating a personal vehicle while on RHA business) must be on file in Human Resources.
