PRIMARY RESPONSIBILITIES:
Under general supervision of the Human Services Manager or designee, the Jobs Plus Program Case Manager shall facilitate and coordinate a wide range of specialized human services and activities in the case management of participants enrolled in the Jobs Plus initiative offered by the Rockford Housing Authority, the purpose of which is to assist these individuals and families in becoming self-sufficient through utilizing community resources, employment, and training program. The ultimate goal of the Programming is to gain economic sustainability. This position functions under the direct supervision of the Human Services Manager, who reviews work for results obtained and for general conformance with RHA/HUD policies through discussions and analysis of the quality and insight of reports and recommendations.
The Program Case Manager coordinates and organize services of the Job Plus Program. Works with Human Services staff and contractors to collect, compile, and analyze resident work readiness, employment, and income data. Works in coordination with the Human Services Manager and assists with the planning, developing, and implementing programs and services consistent with the U.S. Department of Housing and Urban Development (HUD) Jobs Plus Program. Coordinates with agency partners to ensure compliance with Jobs Plus Program Initiative grant requirements, directing Jobs Plus contractors such as Employment Specialists and Community Coaches. Facilitates communication, coordination, and collaboration among staff, residents, partners, and other stakeholders to promote the delivery of Jobs Plus Program services.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Support Employment Specialists, Community Development Partners, and Community Coaches.
- Assist with meetings to provide instruction to Employment Specialists, Jobs Plus Core Partners and Community Coaches.
- Develop and/or prepare presentations and materials on the activities and results of Jobs Plus activities for outside interested parties or at conferences or forums. This may also involve presiding over and/or co-facilitating meetings, making presentations, and coordinating activities, work commitments, and events.
- Monitor the intake and assessment procedures utilized by the Section 3 Compliance Manager to ensure the assessment of residents for education, employment opportunities, and employment referrals.
- Develop and support JP Employment Specialists and JP Community Coaches directly managed under Jobs Plus program; Collaborate with the Human Service Manager to ensure proper training and policies are in place & conduct meetings to ensure coordination of case management and supportive services for participating residents.
- Develop and/or prepare presentations and materials for outside interested parties or at conferences or forums on the activities and results of Jobs Plus activities. This may also involve presiding over and/or co-facilitating meetings, making presentations, and coordinating activities, work commitments, and events.
- Assist in grant administration and reporting requirements; ensure that monthly operations report is compiled accurately and submitted timely; prepare other reports as requested/directed.
- Monitor and report on participant rent incentives. Work with Property Management to ensure rent is calculated correctly within the specifications of JPEID.
- Respond to change positively.
- This position may require working hours outside RHA's established hours.
QUALIFICATION REQUIREMENTS

- Ability to work effectively in situations requiring independent judgment and performance and willingness to engage in continuing related training and education.
- Must have exhibited good work records and attendance at previous jobs as attested by reference from previous and present employers or performance evaluation reports prepared by present and previous supervisors.
- Must have prior experience in current systems of case management and advocacy.
- Proficient in oral and written communications.
EDUCATION AND/OR EXPERIENCE:
A four-year college degree from an accredited college/university and relevant work experience. A minimum of three years related workforce development experience and/or Social Work. Working knowledge of adult education and job training resources. Knowledge of workforce training programs and workforce development practices and models. Experience in Program case management, including program development and start-up.
Skills in data management and outcome measurement/analysis. Exceptional written and oral communication skills. Working knowledge of Microsoft Word, Excel, Outlook, and database programs.
Ability to work independently and with a team and adapt to change. Knowledge of preparation of both narrative and statistical reports. Ability to maintain confidentiality in all assignments.
DESIRED QUALIFICATIONS:
A strong working knowledge of affordable housing, public housing, and/or workforce development policies and programs.
