PRIMARY RESPONSIBILITIES:

The Project Manager position for the Jobs Plus program is a four-year grant-funded position involving the planning, and project management of the daily operations of the Jobs Plus Program. The position requires an understanding of employment, training, and workforce development programming, socioeconomic trends, methods for assessing service needs, and effective approaches for community support for work to fulfill RHA's mission of enhancing self-sufficiency, self-esteem, and self-determination among families, adults, and youth. Work must be performed independently with tact and diplomacy to facilitate development of strong, positive relationships with residents, other RHA divisions/departments, community organizations, contracted agencies, and funders. This position functions under the direct supervision of the Human Services Manager, who reviews work for results obtained and for general conformance with RHA/HUD policies through discussions and analysis of the quality and insight of reports and recommendations.

The Project Manager oversees the implementation of the Job Plus Program with an overarching goal to improve the work readiness, employment, and income for public housing residents. Works with Human Services staff and contractors to collect, compile, and analyze data on resident work readiness, employment, and income. Works in coordination with the Director, assists with the planning, development and implementation of programs and services consistent with U.S. Department of Housing and Urban Development (HUD) Jobs Plus Program. Acts to assure program compliance with the Jobs Plus Program Initiative grant requirements. In collaboration with agency partners, provides direction to Jobs Plus contractors, including Employment Specialist & Community Coaches. Communicates, coordinates, and collaborates with staff, residents, partners, and other parties to promote Jobs Plus Program services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. In accordance with HUD regulations, oversees the implementation of the Jobs Plus program and provides monitoring and project management to ensure success.
  2. Provide direction and support to contractors/partners, Employment Specialist and Community Coaches.
  3. Facilitate weekly meetings to provide instruction to Employment Specialist, Community Coaches and contractors / partners.
  1. Implement the program goals and program schedule. Consistently track and measure progress. Regularly report program outcomes to internal and external stakeholders. Analyze and use outcome data as the basis for continuous program improvement.
  2. Develop and/or prepare presentations and materials to outside interested parties, or at conferences or forums on the activities and results of Jobs Plus activities. This may also involve presiding over and/or co-facilitating meetings, making presentations, and coordinating activities, work commitments, and events.
  3. Prepare and manage grant budgets, oversee expenditure and reimbursement of partners, monitor compliance to budgets and project deadlines, forecast needed funds; assist with the sustainability plan and fund development goals of Jobs Plus and direct/implement adjustments with the approval of the Director of Human Services.
  4. Monitor the intake and assessment procedures utilized by the workforce contractor to ensure the assessment of residents for education, employment opportunities, and employment referrals meet all HUD metrics.
  5. Develop and support staff and community coaches directly managed under Jobs Plus; ensure proper training and policies are in place & conduct meetings to ensure coordination of case management and supportive services for participating residents.
  6. Develop and/or prepare presentations and materials to outside interested parties, or at conferences or forums on the activities and results of Jobs Plus activities. This may also involve presiding over and/or co-facilitating meetings, making presentations, and coordinating activities, work commitments, and events.
  7. Encourage staff involvement and support of HUD Section 3 guidelines and RHA's Section 3 Policy.
  8. Implement modification of program model as needed in conjunction with Director to meet project outcomes.
  9. Ensure program procedures to meet RHA compliance with HUD including grant administration and reporting requirements; ensures that monthly operations report is compiled accurately and submitted timely; prepares other reports as requested/directed.
  10. Monitor and report on participant rent incentives. Work with Property Management to ensure rent is calculated correctly within the specifications of JPEID. Work in conjunction with the site manager to oversee the monthly rent tracking.
  11. Implement a project management plan for community support for work resident engagement activities, as well as outreach, marketing, and enrollment process.
  12. Responds to change in a positive manner.
  13. Project management of the Jobs Plus Program is primary function; however, may be assigned additional programs to monitor as deemed appropriate.
  14. May be asked to handle tasks outside of job description to meet broader goals of RHA and Huaman Services.
  15. This position occasionally requires working hours outside of RHA's established hours.

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE:

Four-year college degree from accredited college/university, and relevant work experience. A minimum of 3 years related workforce development experience & or Social Work. Working knowledge of adult education and job training resources. Knowledge of workforce training programs and workforce development practices and models. Experience in project management including program development and start-up. Data management and outcome measurement/analysis skills. Exceptional written and oral communication skills. Working knowledge of Microsoft Word, Excel, Outlook, and database programs. Ability to work independently and with a team and be flexible in adapting to change. Knowledge of preparation of both narrative and statistical reports. Ability to maintain confidentiality in all assignments.

DESIRED QUALIFICATIONS:

A strong working knowledge of affordable housing, public housing, and/or community development policies and programs, especially at the local level.
