Operations Manager

Responsible for the overall management of all RHA properties, leasing of all units and the delivery of services to residents. The incumbent is responsible for the direct supervision of all site managers and maintenance as well as other duties which will assist the Chief Operating Officer or designee.

Essential Responsibilities

  • Periodically reviews RHA policies and documents on leasing and occupancy with the Physical Assets and Quality Assurance Manager for conformity with HUD guidelines and established standards. Recommends changes as needed.
  • Create and review procedures related to regulatory requirements.
  • Monitors development of new departmental programs, as needed.
  • Reviews site managers' responsiveness to and resolution of resident complaints or concerns.
  • Reviews budgetary estimates submitted by property managers, and develops coordinated budgets for the department. When necessary, may be assigned responsibility for department administrative work such as budget preparation and various required reports.
  • Initiates short-term and long-term goals and objectives for the department to accomplish providing decent, safe and sanitary housing for residents.
  • Reviews, evaluates and directs the overall performance of department employees. Conducts performance evaluations, and takes or recommends disciplinary action when appropriate.
  • Participates in interviewing and selection of departmental staff.
  • Responsible for ensuring fair and consistent application and administration of RHA personnel policies within the department.
  • May fill in for the COO or designee in his/her absence. May fill in for property managers during absences or vacations.
  • At the COO or designee's discretion may represent the Operations department to other departments, resident groups, and outside organizations, including attendance at Board of Commissioners meetings and various other meetings when necessary to obtain or provide information.
  • May train department staff including but not limited to: property managers, assistant managers, administrative clerks.
  • May be assigned additional supervisory responsibilities for programs and staff at the direction and discretion of the Chief Operating Officer or designee.
