 REDEVELOPMENT COORDINATOR
SALARY LEVEL: SCHEDULE E, LEVEL 6 FLSA STATUS: EXEMPT
DEPARTMENT: DEVELOPMENT
SUPERVISOR: CHIEF EXECUTIVE OFFICER OR DESIGNEE
PRIMARY RESPONSIBILITIES:
Under the direction of the Chief Executive Officer (CEO) or Designee, this midlevel project management position is responsible for the planning, coordination, construction and management of community and neighborhood economic development projects of affordable housing for the Rockford Housing Authority (RHA) and Bridge Rockford in addition to being responsible the accounting accuracy of all financial transactions conducted in and through the Development/Procurement Dept. The work is characterized by considerable initiative, independent judgment and discretion in the full range of community and neighborhood economic development activities and places emphasis on the more complex and discretionary elements of economic development, including ongoing project management and coordination with and/or leadership of various ad-hoc inter/intra-departmental project teams. The incumbent is responsible for the maintenance of a variety of financial and purchase order records relating to development/procurement/capital funds, and data entry to any Housing Authority/HUD software system, and report submission of same. Develops and maintains spreadsheets, processes and prints various reports.
This position is responsible for projects undertaken by the RHA and Bridge Rockford. The work is performed under the general supervision of the Chief Executive Officer, or Designee, who will coordinate the agency's strategic direction. Will be required to work independently or with development consultants/contractors.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Manage complex community, economic, neighborhood, and redevelopment proposals involving public housing, low income tax credits or other affordable housing units.
2. Responsible for all Capital Fund Program budgets, budget revisions, quarterly/semi-annual reports, preparation of recommendations and HUD submissions and certifications.
3. Conduct or direct financial analysis of development projects including financial proforma, market demand and absorption statistics, rates of return required for specific types of investments, performance ratios and the evaluation of public benefit vs. public cost.
4. Coordinate special work projects assigned by CEO or designee, such as, but not limited to, analyzing of accounts before preparation of financial statements; preparation of a variety of HUD reports; storing and disposition of aging records using HUD guidelines.
5. Prepare and monitor development budgets to achieve development goals.

6 Assist in the sale, contract, lease and exchange of property with the private sector, public agencies and other governmental units.
7. Prepare applications for the US Dept of Housing and Urban Development for the demolition or disposition of public housing real estate
8. Prepare development proposals or site acquisition proposals for the U.S. Dept of Housing and Urban Development for the development of public housing real estate.
9. Assist in the coordination of redevelopment planning meetings with community stakeholders including residents, businesses, neighborhood associations and the local City Community Planning Department.
10. Direct, manage, and lead submission of requests for funding from Local, State, and Federal agencies. Examples would include applications for low-income housing tax credits, US Department of Housing and Urban Development programs, Illinois Housing Development Authority, private financial institutions, etc.
11. Evaluate and make recommendations on the feasibility of prospective development proposals within redevelopment areas.
12. Manage and provide community economic development services to neighborhoods, business districts, and other community-oriented user groups in the City to assist in the implementation redevelopment and other economic development initiatives.
13. Document activities, maintain records, prepare executive summaries and financial reports for presentations, and ensure that contract and/or agreement terms and conditions are implemented for redevelopment projects and activities.
14. Serve as project manager for the administration of complex community, economic, and housing development proposals involving the City, private developers, and other funding partners, both public and private.
15. Understand and follow Rockford Housing Authority policies and procedures
16. Responsible for Section 3 reporting all HUD submissions within EPIC system
17. Ensures agency and HUD compliance within purchase order systems
18. Prepare and maintain spreadsheets used in tracking invoices, account analysis, budget forecasting for development, etc.
19. Review and submits data electronically for PIC and REAC as directed by CEO or Designee
20. Tracking blueprints and specification and maintaining flat storage ledger
21. May be required to interview and verify payroll of contracted work employees
MINIMUM QUALIFICATIONS REQUIRED AT TIME OF APPLICATION KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the theories, principles and practices of community and neighborhood economic development, including housing and real estate development, financing, neighborhood revitalization, and economic development services (e.g., grant writing and administration).
Thorough knowledge of Federal, State and Local programs related to Community Planning and Development and Public and Indian Housing, specifically including the Public and Indian Housing Program, Public Housing Capital Fund Program, Housing Choice Voucher Program, Community Development Block Grants (CDBG), Program, HOME Program, Low-Income Tax Credits etc.

Thorough knowledge of applicable planning programs and processes. Working knowledge and ability to use computer software applicable to position responsibilities.
Working knowledge of public housing agency operations as they relate to economic development activities.
Thorough knowledge of private and governmental sources of financing and of Local, State and Federal programs to encourage neighborhood and community economic development. Knowledge of urban and design construction and sustainability principles.
Ability to perform complex financial analysis relevant to the granting of public economic development funds.
Ability to work with and communicate with a wide variety of people and groups.
Skill in related statistical research and marketing considerations including project proformas and budgets.
Ability to lead and coordinate interdisciplinary teams and committees.
Ability to communicate effectively both orally and in writing.
Ability to physically access business and economic development sites as required.
Ability to lead and coordinate professional staff on a project basis.
Ability to independently manage and evaluate the effectiveness of complex and multi-faceted grant-funded programs.
Ability to work outdoors in all types of weather, including inclement weather.
Ability to maintain adequate attendance.
Ability to perform data entry work
Ability to complete work assignments with minimal supervision
Ability to maintain a contract/grant filing system
Ability to perform basic knowledge of accounting principles and practices
Ability to work harmoniously with others
This position will require mobility to various sites and locations, therefore, must hold current valid Illinois Driver's License and be insurable by RHA.
TRAINING AND EXPERIENCE:
Five years of responsible and varied professional experience in the area of community economic development, including experience in managing complex community, economic, and/or neighborhood redevelopment projects.
At least two (2) years demonstrated experience working with programs such as CDBG, Low-Income Housing Tax Credits, HOME, Public Housing Capital Fund sustainability initiatives (LEED, EnergyStar), or other similar programs.
A Bachelor's degree from an accredited college or university is required in Urban and Regional Planning, Real Estate, Business, Finance, Architecture, Landscape Architecture, Construction Management, or other related studies or programs. Other combinations of training and/or experience that can be demonstrated to result in the possession of the knowledge, skills and abilities necessary to perform the duties of this position will also be considered.

This position requires some work outdoors in all types of weather. The incumbent will be expected to physically visit construction sites and must be able to physically inspect the work at the site.
